The Human Resources division is responsible for the effective functioning of the Municipality in accordance with the Cape Agulhas Municipality strategy.  Human Resource Management makes a vital contribution to achieving the goals of the Municipality.

Human Resource Management at Cape Agulhas Municipality can be divided into the following main functions:

Recruitment and Selection of staff:

The Cape Agulhas Municipality is committed to achieving a work force that is broadly representative of the people of the Western Cape; and to using employment and personnel management practices that are based on ability, objectivity and fairness and in line with relevant labour legislation and organisational policies and strategies.

Employment Equity:
To further the Municipality as an inclusive non-racial, non-sexist organisation that meets the needs of internal and external customers while addressing historical imbalances and disparities.  

To develop and maintain a trust relationship amongst the management and the employees of the Municipality.
To create an organisational culture that will support and encourage employees to respect diversity while focusing on shared values in order to develop team spirit, promote mutual acceptance, optimism the utilisation of potential and achieve organisational goals.    

As part of the Municipality's commitment it will make every effort, through its policy on Employment Equity, to achieve and realise the numerical targets.  The Municipality supports the principles of Affirmative Action and recognises that it has an important role to play in reversing the impact of past discriminatory practices within the labour market.

Training and Development:
Identification and formulation of education, training and development programmes that will empower all staff, and enable historically disadvantaged people to further their careers with the Municipality.    

Personnel Administration:
Responsible to administer all staff benefits.

Performance Management:
Performance Management is the process where evaluation is done, bearing in mind the strategy of Cape Agulhas Municipality, on individual employee performance within the municipality as well as the performance of the municipality itself and dealing with the outcomes.

Labour Relations:
To regulate the organisational rights of Trade Unions, to promote and facilitate collective bargaining, to regulate the right to strike and to lock-out, to promote employee participation in decision-making, to provide procedures for the resolution of labour disputes, to establish a Commission for Conciliation, Mediation and Arbitration and other various purposes. 

Occupational Health and Safety / Risk Management:
Provide for the health and safety of persons at work and those employed in connection with the use of plant and machinery, the protection of people against hazards to health and safety arising from work activities and to provide for the establishment of an Advisory Council for Occupational Health and Safety.
